The U.P.L.I.F.T. Truancy Program is a restorative alternative to traditional court-based truancy referrals. Developed by Three Rivers Restorative Justice in partnership with Rochester Public Schools and launched as a pilot program at Kellogg Middle School, the initiative focuses on support, accountability, and healing rather than punishment.
Chronic absenteeism is often a sign of deeper challenges. By focusing on collaboration rather than court involvement, U.P.L.I.F.T. helps students stay "in their seat, every day".
Why Attendance Matters Missing just 2 days of school a month adds up to nearly a month of lost learning each year. Regular school attendance helps students:
Achieve higher grades
Graduate on time
Build positive relationships
Develop lifelong habits of responsibility
Program Features & Process
The program uses a 5-step restorative model to address individual student needs:
Referral: The school identifies a student facing attendance concerns.
Engagement: Three Rivers Restorative Justice (TRRJ) connects with the student and their family.
Circle Process: Restorative circles gather key stakeholders to discuss underlying barriers and outline goals.
Support Plan: The family and student receive a personalized action plan with practical steps.
Follow-Up: Four planned check-in meetings occur over time (Weeks 0, 3, 6, and 9) to evaluate progress.
Students gain practical skill training in emotional intelligence, communication, conflict management, and accountability.
Roles & Expectations
Students: Show up, share honestly during meetings, and follow their support plan.
Families: Partner with the school and TRRJ to eliminate barriers to attendance.
Benefits: Participants receive personalized problem-solving support, gain a direct voice in the process, and may reduce or avoid formal court involvement.
